I would suggest using our PDF themes or Email templates to achieve this, setting a particular theme or template to incorporate an 'Estimates' theme.
This will enable you to use the quotes function to create a generic record but then communicate it with your customer in a different form.
Unfortunately, the ability to split the two within the quotes section is not something we have on the roadmap at the moment and this is the first suggestion of this type. If it does get a number of votes we can look at adding it our future development for sure.
