It would be really useful if non-super users could create group read and accepts with where clauses.  Currently we can give them permission to get as far as sending a read and accept to the whole company, but they can't set a where clause to send to their own teams.  This means that managers are creating memos for their teams, then are having to ask the company directors to distribute for them.
