Restrict class of user to customer files, raise invoices, quotes BUT no ability to make payments, raise credit notes, journals, or anything else. It's purely a sales function.

Unless I doing something wrong, I can't see that anything has changed.
If a user has access to Sales Customers and Invoices then they have the ability to instigate payments.
Its easy to click on an invoice and the payment button.
The same applies to the Purchase function
